I. Functions

Perform the functions of advising and helping the Rector to organize and manage the activities of training, fostering, examining and certificating foreign languages and informatics which are suitable for each type of objects and meet the learners’ requirements; cooperate with national and overseas organizations as well as other training centers to perform the duty of link training, fostering, examining and certificating foreign languages and informatics; organize conferences and workshops in accordance with the characteristics of the Center according to the plans approved by the Rector; implement other services related to foreign languages and informatics in order to meet the requirements of organizations and individuals inside and outside the school according to the regulations of Law.

II. Duties

1. Organize the implementation of the training and fostering programs to improve foreign languages and informatics to meet the learning outcomes for school students and the learners’ needs.

2. Recruit learners for foreign languages and informatics courses periodically and special courses designed for certain learners’ needs; manage learners.

3. Compile and select teaching and learning materials, meet the learning outcomes of the training and fostering programs which are suitable for learners.

4. Organize the examinations, assessment and certificate issuance for learners who achieve the competency level compared to the learning outcomes of the training and fostering programs of foreign languages and informatics. Organize the examinations and certificate issuance of foreign languages and informatics of the national education system according to the regulations of Ministry of Education and Training (MOET), based on international and school standards.

5. Implement other duties related to foreign languages such as translating, interpreting or related to informatics such as computer programming, software installing; transfer informatics products, technical services in terms of foreign languages and informatics.

6. Organize training and fostering to enhance qualifications and professional competence for employees and lecturers of the Center.

7. Organize research activities to develop the Center, improve the quality of education. Survey the needs of studying foreign languages and informatics in the town and Mekong Delta; survey learners' feedback to research, synthesize and analyze and draw experience that boosts the organization and operation of the Center to improve the quality of foreign languages and computer training and fostering.

8. Manage personnel as assigned by the Rector. In the operation process, depending on the requirements and assigned duties, the Center submits to the Rector the mobilization of employees and lecturers to implement the duties of the Center; in certain necessary cases, the Center submits to the Rector to sign the contracts with individuals inside and outside the country to work at the Center according to the contractual regime in accordance with the regulations of Law and the school regulations.

9. Decide the types of school fees, tuitions according to the examinations or the courses for learners in accordance with the quality of training and fostering.

10. Set up the operating regulations, functions and duties of the Center in accordance with the school regulations; develop personnel according to the development strategy of the Center.

11. Utilize and manage the assets of the Center in accordance with the regulations of Law and school regulations. Propose teaching and learning facilities and technologies to meet the operating requirements of the Center.

12. Implement other duties assigned by the Rector according to the regulations of Law.
